He is a seasoned federal acquisition professional with 16 years of experience in the contract arena, including 10 years in leadership roles. Dr. Parker's experience is also augmented by a PhD in Public Policy and Administration, a Master of Science in Leadership, Bachelor of Science in Counseling, and an Executive Certificate in Public Policy from Harvard Kennedy School's Executive Education program.
Dr. Parker has managed teams and overseen the award and administration of federal construction, architect-engineering, and leased property contracts, operating under a Level III Contracting Officer warrant supervising both regional and national contracting programs. He possesses in-depth expertise in the interpretation and application of federal acquisition regulations (FAR) and agency specific policies. He is recognized for his strategic approach to conflict resolution. Dr. Parker is highly skilled at mitigating contract disputes and fostering productive business relationships.
Prior to entering the federal acquisition profession, Dr. Parker cultivated a rich and diverse foundation in human services that continues to inform his consulting expertise and effectiveness as a life coach. Over the course of a 15-year career in behavioral health, Dr. Parker consistently raised the bar for client success through his compassionate evidence-based approaches, and commitment to empowering others.
